The Hulk, because he can increase his strength almost infinitely. The angrier he gets the stronger he gets. At the end of WWH, his strength increased to the level that his aura was breaking the planet apart.

But, given the right circumstances, Juggernaut might be able to surprise the Hulk and knock him out before he has time to react.

However, in a toe-to-toe fight I go with the Hulk.

Hulk..he doesn't tire as Juggernaut does..earlier said..angrier he gets...
He has been surprised before and trapped and knocked out..inevitably he come through, learns from his mistake, and rampages..I recall Dr Strange sent A fully savage Hulk into a nexus between realms and he knocked out or killed EVERYTHING in a realm that attacked him and got bored and left everything peaceful in a realm peaceful towards him..

Unfortunately Hulk would win. While Jugg. has head protection it can be removed. From there its all a matter of time. And being that Hulk gets stronger via anger, Hulk could be unstoppable, hypothetically.

Whenever Doomsday is killed by something, he is reborn being impervious to what he has EVER been killed with/by.
