A lot of times when I fill out applications for jobs online they always want to know your race and gender for affirmative action and they state that it's optional. I always fill it out, but is it the kiss of death if you say you decline to give that info out?

In theory it could help you if you are a woman or a minority. Depending on the size of the company and the number of positions being filled, they need to award jobs proportionately according to the breakdown of applicants.
If there are 100 positions to be filled and 1000's of applicants, 70% white, 15% black and 10 % Hispanic and 5% Asian, then a company would need to hire at least 15 blacks, 10 Hispanics and 5 Asians, as long as qualifications as comparable.
HR departments are so fearful of lawsuits (it's really their main reason for existence at this point, to avoid lawsuits) that I really doubt some HR clerk is going to shred applications based on the box some people checked.
