Interesting question and one that is generating a great deal of psychological research.
Why is anyone ticklish? One interesting theroy is that people with great sensativity to ticklish sensations may have had an evolutionary advantage over those who aren't. For example, a person who feels tickled when a scorpion crosses his bare foot, is more likely to survive and reproduce than someone who does not have this sensitivity.
Tickling has both biological and environmental influences. It certainly is a nuerological response but it's not involuntary. A person cannot tickle himself (but can elicit the knee jerk reflex).
People's sensativity to being tickled has a great deal to do with the person doing the tickling. When a stranger tickles us, our brain perceives it as an attack. This makes sense - the places commonly tickled are under the arms, in the stomach or sides.
However, when we're tickled by someone we know and trust and we are confident that they will not hurt us we laugh. In other words, something we thought might be a threat no longer is, so it becomes funny.
