It depends on what you consider the definition of "safe."

It's more than 2 blocks and, in the frigid weather we've been having you'll get really cold, really fast. It's a slight uphill to the venue, although they've replaced the streetlights at McCarter Highway/Rte 21 and stepped up security by adding more police, including mounted Newark PD officers, unless you look like you 100% know where you're going, I wouldn't walk the distance from Newark-Penn to The Rock.

I have issues with walking it in broad daylight!!!!

Just so you know, exit Newark-Penn on the Market Street side, downstairs, not through the NJ Transit concourse, and there should be lots of people and cabs waiting there. And don't be frightened by the vagrants asleep on the station benches or the stench of urine in the stairwells. Just walk like you know where you're going and find a ticket agent quickly.
