You must set the ad_network_ads.txt file to be writable (check file name as well).

now that Liberty Media, Directv's owner, has become a huge(maybe only) voice in how xm/sirius is staying afloat?

Direct TV does not have a controlling interest in Siruis XM so they could not just add the channel back. I could see Dish and Sirius working out a deal where Dish customers could get a best of package like is offered to XM customers etc and splitting the revenue, but it is not likely it will be added for free.
