NY Post Chimp Cartoon

This is a general question and not meant to inflame. The below pictured cartoon appeared in the NY Post and has caused widespread outrage. The anger comes from people who are saying that this is suppose to be a black stereotype. As far as I know, the Stimulus Package is written by Congress, and not by the President. The first stimulus pachage went out during Bush to bale out the Big 3 car manufactrers. What exactly is the rage over this cartoon suppose to signify? If this type of satire is banned, what happens to freedom of the press?
