The problem with things like this is it may make a little dip in power usage, but overall it doesn't do much.
It's like if you need to lose weight, you can't just not eat one day then go back to your normal routine and expect to lose weight.
You need to change habits. Turning your lights off for one hour won't change habits. It also allows lazy people to think they are helping save energy with out really doing anything.
I was at a conference for higher education administrators and a group presented on a way to converse energy. They had kids in the dorms turn off all their light one night and had them all go outside and play flashlight tag. I raised the point they if they had flashlights on they were still using energy, so it was conservation it was just trading one energy source for another. They didn't seem to understand that batteries are also energy, it may not come from a power plant but it is still consuming resources.

I turned off all of my exterior lights and interior lights. My landscaping lighting is all solar, so it wouldn't make any sense to muck with them. I lit some candles, but I refuse to turn off my computer. It's really dark. I know it really won't make any big difference, but I appreciate the symbolism.

Of course it's silly.
Just like recycling and all that other bullshit is silly.
This Earth will be here billions of years after the human race is extinct.
The is nothing that we can do to it that is worse than it's been through already.
Just sit back and enjoy the ride; it doesn't last very long. People need to stop worrying about nonsense.
