Fez was wrong. His point was not that is was ok to eat lettuce wraps. He felt the need to defend his choice of eating lettuce wraps and was embarrassed that others would find out he was eating lettuce wraps.
He dances in a gold g-string but is embarrassed when people chant "lettuce wraps, lettuce wraps?" Seems to have a very selective notion of shame.
