The Gump theory is almost sound. We know of Gump's life up until the mid 80's I believe. The cult of celebrity wasn't as rabid or intrusive as it is now. I think it would be quite easy up until that time for someone to witness and even help shape such events without being recognizable at a bus stop. He would, most likely, be looked at as telling "whoppers", as the one man says.

Although Sam's point about the cardboard cut outs of Gump is right - that's just a bad business decision and probably would have cost the company money.
