Does it mean that the person assigned to said forum just has first dibs on action then?

Not necessarily. When the opportunity arises, there are a series of phone calls and/or text messages. All the moderators are then summoned to the Staff Room where we have lengthy debates regarding the pros and cons of such an action.
We finalize our decision with a toast of Dom Perignon and the secret handshake.
Then straws are drawn to see who actually does the lock or ban.

It's really quite democratic and civilized.
