Sounds like someone who accepted an offer a week ago had his mind changed for him.
Dave didn't have to accept Fez's offer. Additionally, Fez didn't "dictate" that Casey had to work, he specifically said the offer was there "whenever" they decide they need it.
But while Dave didn't have to accept the offer, to crap on it as an insult is bad form, to put it kindly. Someone obviously told him it was not only something that shouldn't be accepted, but was also an insult.
As for being beholden to his boss - everyone is beholden to his boss. Beggars can't be choosers, but if they're going to be choosers anyway, they probably shouldn't allow themselves be convinced that they should accuse their bosses of malice.
