Does government intelligence agencies really act different when the level goes up?
If that's the case then things are pretty screwy considering they should always be dilligent and at the top of their game.
It's just a system that seems to tell the masses that the government is working for you but if we mess up, well, it was a severe threat.

Yes
priorities shift and focus on the threat until the threat is mitigated and operation plans can catch up on what they neglected during the high alert.
If that's the case then things are pretty screwy considering they should always be dilligent and at the top of their game.
i hope you understand that people and systems can't operate at 100% all the time.
