This story is actually rather sad, the picture has been on the news and just makes me sad.
Story and Video here (http://www.3news.co.nz/Chinese-boy-pictured-in-chains-Behind-the-lens/tabid/313/articleID/140394/Default.aspx)

The family is from the poorest parts of China, mother is ill, father needs to work and their 14 year old daughter has been kidnapped already, so he chains his 1 year old baby boy to a pole while he goes to work.

My guess is that the Chinese gov't will quietly relocate the family and provide the basic support they need. They hate this sort of "embarrassment".

The 14-year old was kidnapped so maybe they were allowed another one...

saw that picture, so depressing. :(

i believe it's urban families can have one and rural families can have two but i don't know if they have relaxed those laws at all.

the way it sounds, the father still does not understand why there is a problem with this, the kid is in his eyes not harmed by this and at least not kidnapped while he works.

I also saw some other sites like this one say the daughter was 4 and not 14.

and I think with the one child policy they are allowed a second child if the first is a girl, probably a better way to handle it after baby girls being abandoned and or killed left and right.

Why does he chain the kid up on the street and not at home? Are they homeless? I haven't read the story yet.

cause she is not there either
His father Chen Chuanliu works as an unlicensed rickshaw cyclist in Beijing, taking fares all over the city, while the boy's disabled mother collects rubbish at the roadside.

Sadly this sort of thing will never be allowed in the police state of the USA. We do not have the freedoms that the Chinese do to manage our own families, instead of being able to take our children to work like the proud father in that story we will be forced to put our children into state run education work camps that teach them the "proper" was to live, not the way parents want to teach their children.
