Not true, now, not only do they have the State behind them, they also have very large sponsorship money from state-owned companies. This stuff is super important for country prestige in the eyes of Russian Pols., so they take Olympics seriously. This is a major failure in the country, to the degree that the Minister for Sport and the Russian Olympic Committee chairman might both lose their jobs.
