Tuxedo Rental places usually have them for rent or sale.

Also check with a local college/HS that has piper and drum band, see where they get 'em.

I actually had to wear a kilt for my sister's wedding because my brother-in-law is Scottish. We all had to rent our kilts through the mail. I can't remember where specifically though, sorry.
