im pretty sure this only applies to puerto ricans who live on the island. since you have to pick up the birth certificates in person, they are not expecting those who live outside of the island to have to fly in and get it. my parents and relatives have already looked in to this.

edit: i think this is also just a revenue generating measure that uses the excuse of protecting against identity theft.
