I am a new menber, and i wanted to know how you get a picture as your signature?

There's certain people on the board that would create one if you ask nicely. Otherwise, if guess you would need the photoshop program and link it to something like AOL or a freemegs website.

I'm sure someone hear can explain it better than me.

The FAQ (from the menu at the top) explains how to do it. Basically you embed a small html tag in your signature. If you still have trouble, many Admins/Mods/Users can give you pointers via IM or email.
