There is no way Fez didn't run this lying study by Ron before the show. Ron is acting like he is hearing it for the first time. What do they do in their production meeting? It's just weird that the bit is making Fez sound so bad. I'd love to be a fly on he wall in the meeting:

Ron: OK, Fez, we are going to make you look like you're batshit crazy, a complete retard, and lazy. I will then act like I'm frustrated with you and it will be hilarious.
