Nah, Chester is the black sister city to Hook.

Both Chester and Hook used to be working class suburbia towns...both fell on hard times from the late 60s onwards.

The whites fled Chester and it became the black sister city to a lower working class white Hook.

It's basically remained that way to today.

It's like crossing a DMZ going between the two.
