I think he is saying Obama attacked the US on 9/11. We didn't want to war with Afghanistan, but once their divine ruler Obama orchestrated 9/11, we had no choice but, to declare war.

Sadly, that seems to be the most logical interpretation of Steele's comments. 2nd most, Steele knows he can say anything to those rubes and they will repeat it as fact.
