I think he got the fame because he was stealing to get supplies and or flee from "the Man" and rather than for profit. He Taught himself how to fly, eluded authorities for years and was just a kid.

And if they did come to agreement with the kid (and they have talked about them having rights before he was ever caught, I think?) wouldn't they be criminal for being in contact with kid and not telling FBI?
