I think certain kinds of reincarnation allow for souls to move between levels of existence, so every soul now might not have been a human soul the entire time. Also, all of these souls would've had to come out of some kind of resevoir atleast the first time they came into being, so who's to say that resevoir shot its wad all at once and didn't continue to develop souls or hold some back or whatever. The soul doesn't compel the physical creation of a person, so maybe there was a long line of souls waiting to drop into bodies.

I dont believe in it, but I also dont think when you're talking about souls and reincarnation you can expect those things to follow the rules of the physical world.
