i was laughing the whole way through. the sad part is, i dont know how many of them actually understand the satire. they probably just saw him as a clown since he went in there in character. and you could totally hear in pin drop in the room when he said:
I havent read the bill, like most members of congress

I liked, "I yield the balance of my time. USA number 1."
His serious portion, of course, hit the nail on the head. Raise the rights of the migrant workers-> improves the working conditions-> american might actually want the job (with the side effect of being humane to the migrant workers."

Sad but true actually. Most of the grunt work is done by some 24 year old Legislative Assistant.

His comedy bit, both in the 5 minute intro and the answers were pretty damn good - his standard satire fare. However, when he turned serious for that short bit, that was the best part of the whole hearing.
Of the comedy, I really liked how the congressman said that the speech Colbert delivered was different from the one he previously submitted to the committee and Colbert mimed "just a little bit."

Colbert is absolutely hysterical, that said am I the only one who's horribly embarrassed that this happened at all?

After Monicagate, the Patriot Act, the Iraq war, the financial deregulation and meltdown I can't see how this would embarres the Congress or America. But that's just me.

Nope.
Like we would even know about the issue of migrant farm worker's rights if this didn't happen. Everything he said made sense, and brought forth the issue, and a pretty important one at that, in the press. It worked. Effect? Who knows at this point, but effective nonetheless.
