I called the DMV yesterday because my registration renewal hadn't showed up. We moved 10 months ago, and I went into the DMV and changed my address when I renewed my license. Finally, I spoke with a "person" and they stated that I needed to file a change of address. I said that I had done that months ago when I renewed my license, but I was told that that wasn't the same thing(?!). She acted like I was an asshole for not knowing that, even though I was being completely nice with her. Why the fuck would changing my address at the DMV not actually change my address at the DMV. I asked for the total fees owed and whether or not I need a smog. She said I owed 375 bucks(!) for the registration, and another 110 bucks for the "toll road violation" from 4 months ago in a town I have never been to that is approx. 500 miles away. I don't even know what a toll road is; I thought it was some east coast ponzi scheme. The DMV bitch gave me the phone number for the issuing agency (Toll Road Authority [Wtf?!]). I called them and they immediately told me that a letter had been entered wrong, and supposedly waived or expunged the citation.

I'm familiar with how citations generally work. I've come up with 3 possible scenarios:

1) If the person who received the cite appeared in traffic court on the appropriate date, it seems like they would have discovered the error for the plate info. If that was the case, why didn't they expunge my fake cite at that time?

2)If this was some sort of a violation captured by an automatic camera, and the error was somehow made by the automated system, it seems like that would mean that I actually failed to appear for the court date, and probably had an arrest warrant out for me. Nice. That would have been fun to sort out.

3)If the person who received the cite failed to appear for their court date, then the FTA would go to that person who accepted the ticket. Why would the fine still be associated with a vehicle's registration, and not the subject of the cite?

Either way it's horseshit, and I wonder how the clerk I talked to determined that my plate number had been entered incorrectly in about 5 seconds. I wonder how often this happens, and how often the DMV collects fines from someone who doesn't know better. Fucking assholes.
