You must set the ad_network_ads.txt file to be writable (check file name as well).

Not sure why the hell a DA, whose concern should be the criminal aspect of this incident, is even concerned w/ the civil case.

The update gives more accurate information. Under the plea Erzinger accepted there is restitution. It is not about the civil case. It is about his ability to pay the restitution that is part of the plea agreement.
But, no surprise that the legal system works differently for those with money.
