I dont know why anyone would vote against this. Its not like we can not defend ourselves and blow another country to the stone age.

just stupid Cold War mentality and chickenhawk stances by senators. So long as Russia is cutting back on their nuclear arsenal, we can safely do the same. They and France are the only countries that have a credible threat to our nuclear arsenal and France only has but a fraction of the size arsenal as any of the three.

By the way...don't the Red Chinese have two or three of these motherfuckers ready to go? How do they stack up in the whole "credible threat" discussion?

Speaking on the floor of the Senate on Wednesday morning, Sen. John Cornyn (R- Texas) argued that the treaty should be defeated because it fails to address limits on tactical weapons, an area in which Russia has a numerical advantage. Tactical weapons are smaller and designed for use on the battlefield, as opposed to strategic weapons, which are delivered by missile, bomber or from a submarine.
This is what worries me. I'll never forget a briefing I went to about 12 years ago with the Commander of STRATCOM who said his biggest fear is some starving Russian grunt, who had been paid in months, accepting a bribe to open a gate and look the other way when some arms dealer or terrorist walks in and makes off with one of these things.
The bigger picture is about command and control -- which is a lot easier to do with strategic weapons.

probably, but they're the only country that has enough weapons to be considered as having an offensive arsenal as well as an active ballistic missile submarine fleet (China has like 1 or 2)

France has less area to defend than China, so, yeah, it's mostly offensive. De Gaulle wanted to split off from NATO back in the day and they had built up an arsenal. No land based units, but still subs and theater stuff. Forgot Britain has nuclear subs as well but they do have the same setup as US subs -- Tridents. Color them offensive too just based on that.
