To investigate this burning question I checked the Candy Warehouse which listed this description.

"First it's candy... then it's gum. Will this schizo treat ever make up its mind? We sure hope not!"

This description clearly demonstrates that the good people at the Candy Warehouse cannot diffrentiate between Schizoprhrenia and Disassociative Identity Disorder (formerly Multiple Personality Disorder).

But at $19.80 for a case of 36 who cares!

I think that this a fuzzy concept. Fuzzy meaning that this is not a black and white issue but one of grey. There are possibilities that allow for food to be a candy and a gum at the same time. These types of food: candy and gum, are not mutually excusive forms of food as exhibited in Razzles.
Well who cares anyways. They are a good treat.

I would venture to say it's gum.

you see there are different types of gum.
Bubble gum for instance is made so you can blow big pockets of air and pop them. I would say that Razzles are a sweet gum which is a revoloutionizing piece of edible goodness...mmmmmmm.
