I sold an item, and shipped without insurance in an #10 envelope. Buyer said it arrived empty due to one edge being seemingly cut open. Ebay rules are markedly in favor of Buyers. I couldn't fight it. We agreed to deduct my shipping and listing costs; I'd refund the balance. In my mind, after reviewing the policies, this was a win. It's easy for you to get 100% refund as a disserviced Buyer. There's a claim/incident flow to follow. Check it at their site. I'd question reaching out to Taiwanese Seller; especially if it appears to be a commercial outfit.
