I'll have to say beverage, because although it's acceptable for dessert, there is no reason I can't get one at 2pm on a hot day. That's probably when I'd have more often than not anyway.

Depends on the viscosity.
If it's thin, beverage; thick, dessert.

Beverage, although a good thick milkshake will last past the meal and can serve as a dessert as well.

Yes with flavoring. That is a Milkshake in New England. When you add ice cream you're in frappe territory

In Texas they call sloppy joes milk shakes. So a milk shake has no milk at all, just beef and ketchup.

In Rhode Island we have coffee cabinets
http://whatscookingamerica.net/Beverage/CoffeeMilk.htm
Love how they had to put the "recipe" for making coffee milk on the page.
Take two tablespoons of coffee flavored syrup and add to milk. Stir.

If I wanted a steak, Id like it. But if I wanted a cheesesteak sandwich, and I got a small steak with cheese and onions on tops of it, (which has happened) Id look at the guy like he had 3 heads.

well.....there are lots of beverages that you don't drink because you're thirsty either. Coffee, milk, hot chocolate.
I think the best argument I heard was yesterday when Ron said his friend that owns a diner said, if you can drink it, its a beverage. I agree with that.

People drink iced coffee because they're thirsty, they drink milk from the carton in the middle of the night because they're thirsty.
So melted chocolate is a beverage? Soup is a beverage?
