Yay good news. Or is it? . Since cable companies are going to offer below market value hi speed service, they are going to have to recoup those prices somehow. So either fees for us will be raised or..... Timewarner Cablevision etc will have to go to the gov't for a bailout. Isnt this wha the 99% are arguing about???

It's just a loss leader promotional ploy.
Hook them with $10 "high speed" (probably capped at 2mbps), then tempt them into buying more expensive services.

I think providers like Comcast and Time Warner would be love to charge lower income customers lower prices. They want the biggest customer base possible, as it allows them to get their foot in the door to sell other services, plus it serves to crowd out potential competition.
How much does it really cost to add houses to an existing node? I'm guessing the costs are basically labor, and since cable companies are monopolies, they don't have to bend to complaints about an inadequate supply of techs in the field.
However, if they just decided to charge on a sliding scale, the people paying full price would raise hell. Instead, they need to partner with the government, tie the requirements to existing welfare requirements, and end up making it look like it's some charitable program.

Bundle price is good for one year.
Mine is up in Dec.
