They could, but there's no law that makes them. So if you live in a city in Alabama with one hospital and your fella gets hurt really bad and at the hospital his intolerant family tells security 'keep that man out' you would need some legal paper to get into his room and they may not honor your legal contract unless it has a state seal on it.

Fez believes he can use his celebrity and radio show to somehow sway people in his cause. The problem is that he long ago stopped being an entertainer and became a sideshow freak, people tune in to the show to hear Ron be funny, as a side note they get to find out if Fez is having a good day or a bad day, he refuses to entertain. He doesn't listen to music while being on a show that does a lot of music talk and interviews musicians. He has sworn off all movies, on a show that has alomost daily movie talk. But he wants to be respected and have his opinion on one issue heard? He has no pull with the audience, nobody even wants to hear it anymore, because while some can be swayed by the opinions of entertainers, Fez isn't entertaining.
