Fez is just incredibly insecure. Like Ron was trying to show him, noone would ever act the way he's afraid they'll act even to someone they hate. Fez feels that way about Fez and he's projecting it on everyone else.

Plus Fez is only used to getting one kind of attention, he's trained himself to thinking that's the only attention there is.
