So I found this article (http://www.lowellsun.com/todaysheadlines/ci_20635020/ice-cream-spot-hits-rocky-road) that details the closure of a independent ice cream parlor located at Great Brook Farm State Park.

Working under the assumption that when government acts, someone must profit, I deduced that the most likely suspect would be Kimball Farm, a small Mass. chain...who happens to have a location "Just down the road (http://www.agilitynut.com/eateries/maic2.html)"

Owner of Kimball Farms, Michael Kimball is politically active, having donated to the National Federation of Independent Business, a lobbying organization classified as a "Heavy Hitter" on Open Secrets (http://www.opensecrets.org/orgs/summary.php?id=D000000160).

So what I need is boots on the ground. I need to prove these fuckers are dirty, I need to know who they paid off to get the goons to conduct an armed raid upon their competition. Get close, gain their trust...do what you need to do. Just find the truth!

P&Z departments are there because, historically speaking, people haven't been able to be responsible for themselves when they develop or improve property. If conservatives ever lived up to their completely false pledge of personal responsibility, other people wouldn't have to keep track of what they're doing.

here in Maryland when there was a Republican governor, they let developers do whatever the fuck they please and the Chesapeake Bay suffered a severe setback due to improvements and developments that were allowed to be built far too close to watersheds. People just needed their waterfront mcmansions and fuck the people who worked the bay for oysters or crabs, daddy warbucks needed his 3rd home and manicured lawn full of shit running straight into the bay. Same goes for the cocksuckers that grow chickens on the eastern shore:

That being said, how hard is it to just send out an inspector to check out the improvements? If everything passes you give out a couple hundred dollar fine along with the price of the permit and let the guy go back to work. Closing down a business and putting jobs on hold because the guy didnt get a piece of paper is just ridiculous.

Sometimes it's hard because P&Z departments are underfunded, and also because the guy was just tearing up open space (assumingly, or something similar) zoned parcels because he gave no fucks about the environment and others they might have had to have a larger inspection.

All the money for permits goes into keeping the inspections open, to make sure improvements are done properly -- foundations properly set, waste disposal systems properly connected and utilities safely integrated onto their respective networks as well as being safe to consumers and employees. I see enough times in my industry with platforms on rooftops not connected to load bearing columns -- Maryland isn't exactly in an active earthquake zone, but what happened recently with the earthquake last year shows you can't trust people to do the right thing because the right thing usually costs more. With the race to the bottom mindset of America, you incentivize people to do less and cut as many corners as possible. That creates unsafe conditions and causes people who are unaware of the problem to be put into danger. Just because someone wants a bit more profit doesn't mean that they should endanger lives. The free market has no controls whatsoever to be proactive about safety issues, especially if there's the potential of fail deadly situation.

As far as putting up a swingset, no, that doesn't change the impervious area nor is it a place of business or residence so it wouldn't require a permit. Maybe if you're sinking concrete caissons but then you're running into the issue of Billy Q. Backyardbuilder digging into a sewer main or electrical service.

Your objections are sound, but they're not objections to the free market. The corporatist state if rife with examples where the free market has been usurped by special interests. Pollution, to a large extent, is a property rights issue. You are responsible for your smoke, your emissions, your runoff -- and you are responsible for the damages they cause me. Health and safety would be, and already largely is, enforced through torts and insurance risk. Furthermore, a free market means no license requirements, so the poor don't need to go through the law cartel to seek justice.

But that's the last of that argument I'm going to make here. The arguments are all out there. I don't need to regurgitate them here.

This thread is about the capricious nature of government regulation, and how it can so often be bought. You admit that the government is impotent to enforce the regulations it imposes. It opens the door to the system we have now. Compliance costs are stratospheric. Barriers to entry are insurmountable. "Grandfathering" ensures the vested interests are protected. Bribery is rampant. Good intentions are perverted.
