We're on the fringe of the storm here, so they need to make it sound as alarmist as possible without actually saying we're going to get some rain and then maybe two inches of snow overnight on warm, salted roads.

It's like trying to get the truth out of a little kid who doesn't want to fess up to something. You know they're just lying, but they keep twisting their words trying to make it sound like they're not lying.

In general I hate weathermen though, and one of the nicest guys I went to high school with became one.
