Yet a person familiar with DHS operations said the company that owns the plant, West Fertilizer, did not tell the agency about the potentially explosive fertilizer as it is required to do, leaving one of the principal regulators of ammonium nitrate - which can also be used in bomb making - unaware of any danger there.

This was not a natural disaster. This was gross incompetence by a greedy company and the US taxpayers will now be forced to clean up the mess created by a state that has very few regulations (and doesn't enforce the few it has).

At least seven different state and federal agencies can regulate Texas fertilizer plants like the one in West: OSHA, the EPA, DHS, the U.S. Pipeline and Hazardous Materials Safety Administration, the Texas Department of State Health Services, the Texas Commission on Environmental Quality and the Texas Feed and Fertilizer Control Service.
Some of the agencies don't appear to have shared information before the blast

"Since then," the Huffington Post reported, "regulators from other agencies have been inside the plant, but they looked only at certain aspects of plant operations, such as whether the facility was abiding by labeling rules when packaging its fertilizer for sale."
yet huff po says they "eluded" regulators for 20 years. I guess they hid that little ol fertilizer plant pretty darn well from 4 fed and 3 state agencies with authority to regulate.
