I'll check again but when I went to check it out after finishing the story mode I'm pretty sure to access Last Of Us' multiplayer it's an extra $9.99.
Since online for ps4 isn't free anymore they better be doing away with these extra charges some games are levying for multiplayer. These game developers can't expect to tack on another charge on top of the one already being charged by Sony.
