A question on tea-bagging

Perhaps this should go in 'relationships', but it's more semantics than anything else. When a teabagging is occuring, who is the teabagger and who is the teabaggee? I can never get this right and it's lead to some rather embarassing situations, I can tell you. Is the ball owner teabagging the mouth owner, or is it the other way around? Can somebody set this straight for me?

Depends on the situation. If the ball owner is putting the balls in, he's the teabagger. But if the mouth owner puts the balls in, that person would be the teabagger. I guess so. . . now i'm confused
