You must set the ad_network_ads.txt file to be writable (check file name as well).

What I don't understand with all this is, the mayor cut their budget by 13%, but they cut their operating hours by 50%. Being open only 12 hours rather than 24 would greatly decrease their operational costs. So why are they saying they're going bankrupt?

I think it's a ploy to get more money.

anything that has to do with gov't spending is always a scam. if they don't use all the money, they don't get as much the next year. which leads to malfeasance. it seems more humane to put the strays to sleep rather than languish in a cage. or do people actually adopt alot of these animals? <P>

because much of any budget is uncutable (like rent, utilities, upkeep. etc.)so they have to cut from variables. unfortunately, operating hours is one of those
