You must set the ad_network_ads.txt file to be writable (check file name as well).

It's now 1140 here in DC, we've heard all of 10 minutes or R&F. They're now going on 20 plus minutes of commercials, repeating many. Anyone know what the hell the problem is at WJFK? Yes, I could call, but I'd rather complain and have someone else call them for me.

Hm. I remember this happening one weeknight right after R&F left the live late night spot. The show went to commercials, and the same block of 4 just kept looping. It kept going for at least two hours...keep in mind, this is when the WJFK R&F commerical blocks consisted of nothing but almost 10 year old PSA's. Denzel Washington for the boys club, abusive fathers, fighting asthma...
