I see these signs all the time on the highway and see bags full of garbage I assume is from one of it's participants. Is there any monetary rewards from doing this or some kind of tax relief or recognition?

Not really. It is just advertising, another way for the municipality to make money. Instead of them hiring someone to clean up all the crap, you pay them payola, they put up a sign with your name on it, and then you are the one who goes and hires the clean up crew, often just another chain gang.

Adopting a highway should only be an option for those who can't have a highway themselves.

And usually, these adoptions go all wrong anyway. The highway will usually grow up to be a rebel, smoke asphalt and hang out with the wrong intersections.

That's only if you're caught. It all depends on how the area is policed. If there is poor policing of the park or area then people will litter and no one will get caught.

Who the fuck cares. i know your not about to adopt a highway. you have to pay to have the right to pay someone to clean up. though i dont know time wise, if you dont clean it up, you will be fined.....HEAVILY.
