DAVOS, Switzerland : French President Jacques Chirac called for an "experimental" international tax to help fund the war against AIDS, suggesting it could be raised via a levy on airline tickets, some fuels or financial transactions.

He suggested options including: a "contribution" on international financial transactions, a tax on aviation and maritime fuel, a tax on capital movements in or out of countries which practised banking secrecy, or a "small levy" such as a dollar on the three billion airline tickets sold every year

At the risk of sounding like an ignorant bigot: Is there really such a pressing need for AIDS funding? I'm not questioning the health threat AIDS poses, but it just seems like researchers for AIDS and cancer will always have all the research funding they need. Is there really such a shortage of funds to such an extent to merit something this extreme?

Many individual countries' programs need to be boosted, but they have the means to do so...they simply opt not to.

I think the United States should be solely responsible as it was our government that brought AIDS to the black community in the first place.

I can think of way better things to use an international tax for. How about helping the starving children all over the world. Maybe fighting dieseases other than AIDS that kills so many people. AIDS is a diesease that can be fought somewhat with education. But providing vaccines to already "cured" dieseases I feel should be more of an issue.

Do we really need a tax to prevent the spread of a disease thats easier NOT to get than to get? Okay, granted it's not too hard to get, but it's been said in this thread already; the money's already there.
