doesn't look like the half bill is right. Oh and thanks Canada our great neighbor to the north. Mexico has offered more help. It doesn't mean we'll take it, but the gestures are very nice. Germany and France too, thanks.

<p>Behind the scenes, a power struggle emerged, as federal officials
tried to wrest authority from Louisiana Gov. Kathleen Babineaux Blanco
(D). Shortly before midnight Friday, the Bush administration sent her a
proposed legal memorandum asking her to request a federal takeover of
the evacuation of New Orleans, a source within the state's emergency
operations center said Saturday.</p>
<p>The administration sought
unified control over all local police and state National Guard units
reporting to the governor. Louisiana officials rejected the request
after talks throughout the night, concerned that such a move would be
comparable to a federal declaration of martial law. Some officials in
the state suspected a political motive behind the request. "Quite
frankly, if they'd been able to pull off taking it away from the
locals, they then could have blamed everything on the locals," said the
source, who does not have the authority to speak publicly.</p>
<p>A
senior administration official said that Bush has clear legal authority
to federalize National Guard units to quell civil disturbances under
the Insurrection Act and will continue to try to unify the chains of
command that are split among the president, the Louisiana governor and
the New Orleans mayor</p><p> </p><p>It
goes on to say Gov. Blanco hired former Clinton FEMA director James Lee
Witt and created a philanthropic fund to protect her turf in this crisis.
Typical government bullshit. Everybody worries about their little
fiefdoms, gets into turf wars, who blames who, and fuck the public.
Plus, hiring a Democrat tells me Blanco sees this through partisan

officials are imcompetent. The Mayor and Governor cant scream about how
badly FEMA running things if <font size="2">YOU WONT LET THEM RUN IT</font>

some of the lowest test scores in the nation. You can be sure there
will be a commission convened and an investigation. And I cant wait to

This story was already partly discredited for a bald-face lie, that being that the Governor didn't declare a state of emergency until Saturday, when it can be conslusively proven that she did well before that (August 28th, or the Sunday before the hurricane hit). Her hiring of Witt was merely to have him coordinating the cleanup on the state level. In fact, his hiring was applauded by the current FEMA head. And from the news reports I've seen, many have no plans on coming back anyway. Throw in the fact that insurance companies will double their premiums after an event like this, it may not be affordable anymore for many. <p> </p><font style="font-size: 9px" face="Verdana">quote:</font><font style="font-size: 9px" face="Verdana"> <p> </p></font>Dont forget to factor in its a 350 square mile area, with a population over a million with the surrounding parishes, most of which is under 10+ feet of water. <p>Here is the article in it entirety, so we don't have to rely on Drudge:</p><p>[quote]City, state and federal <strong>emergency</strong> officials are <strong>preparing</strong> to give the poorest of New Orleans' poor a <strong>historically blunt</strong> message: <strong>In the event of a major hurricane, you're on your own.</strong><br />
<br />
In
scripted appearances being recorded now, officials such as Mayor Ray
Nagin, local Red Cross Executive Director Kay Wilkins and City Council
President Oliver Thomas drive home the word that the city does not have
the resources to move out of harm's way an estimated 134,000 people
without transportation.<br />
<br />
In the video, made
by the anti-poverty agency Total Community Action, they urge those
people to make arrangements now by finding their own ways to leave the
city in the event of an evacuation.<br />
<br />
"You're
responsible for your safety, and you should be responsible for the
person next to you," Wilkins said in an interview. "If you have some
room to get that person out of town, the Red Cross will have a space
for that person outside the area. We can help you. <br />
<br />
"But we don't have the transportation."<br />
<br />
Officials
are recording the evacuation message even as recent research by the
University of New Orleans indicated that as many as 60 percent of the
residents of most southeast Louisiana parishes would remain in their
homes in the event of a Category 3 hurricane.<br />
<br />
Their
message will be distributed on hundreds of DVDs across the city. The
DVDs' basic get-out-of-town message applies to all audiences, but the
it is especially targeted to scores of churches and other groups
heavily concentrated in Central City and other vulnerable, low-income
neighborhoods, said the Rev. Marshall Truehill, head of Total Community
Action.<br />
<br />
"The primary message is that each
person is primarily responsible for themselves, for their own family
and friends," Truehill said.<br />
<br />
In addition
to the plea from Nagin, Thomas and Wilkins, video exhortations to make
evacuation plans come from representatives of State Police and the
National Weather Service, and from local officials such as Sen. Ann
Duplessis, D-New Orleans, and State Rep. Arthur Morrell, D-New Orleans,
said Allan Katz, whose advertising company is coordinating officials'
scripts and doing the recording.<br />
<br />
The
speakers explain what to bring and what to leave behind. They advise
viewers to bring personal medicines and critical legal documents, and
tell them how to create a family communication plan. Even a
representative of the Society for the Prevention of Cruelty to Animals
weighs in with a message on how to make the best arrangements for pets
left behind.<br />
<br />
Production likely will
continue through August. Officials want to get the DVDs into the hands
of pastors and community leaders as hurricane season reaches its height
in September, Katz said.<br />
<br />
Fleeing the storm<br />
<br />
Believing
that the low-lying city is too dangerous a place to shelter refugees,
the Red Cross positioned its storm shelters on higher ground north of
Interstate 10 several years ago. It dropped plans to care for storm
victims in schools or other institutions in town.<br />
<br />
Truehill, Wilkins and others said <strong>emergency</strong>
preparedness officials still plan to deploy some Regional Transit
Authority buses, school buses and perhaps even Amtrak trains to move
some people before a storm.<br />
<br />
An RTA <strong>emergency</strong>
plan dedicates 64 buses and 10 lift vans to move people somewhere;
whether that means out of town or to local shelters of last resort
would depend on <strong>emergency</strong> planners' decision at that moment, RTA spokeswoman Rosalind Cook said.<br />
<br />
But even the larger buses hold only about 60 people each, a rescue capacity that is dwarfed by the unmet need.<br />
<p><font size="0" face="verdana" color="black">You might want to read it
before judging it a strawman. The evidence of imcompetance by the Mayor
and Governor is mounting. I'm sure FEMA made mistakes too, its going to
happen with an operation this large. But those dumb shmucks didn't do
much to prevent any suffering either.</font></p><p>I've
said all along I also blame them. I don't think anyone else is either.
The mayor of NO had his city destroyed so there was little he could do
afterwards, but the pre-planning was atrocious. Blanco has been
ineffective. The feds were late. That's as short as I can put
it.<br />

only were the mayor and the governor slow, but the President didn't
even get the info on how big this destruction was gonna be. </p><p> </p><p>Only
the media was on top of this, starting with the National Hurricane
Center. They had a clear memo sent to every single fucking person
that it mattered to, and they ignored it. </p><p> </p><p>Turn on a tv, double check to make shit's going down, cut the vacation and get in the office. </p><p> Don't stay on vacation.<br />

This is how the situation was viewed by people (the New Orleans newspaper) who knew exactly what access into the city was possible. That is, how do you get these people who were still in the city for whatever reason some water, food, and medicine.
"Despite the city's multiple points of entry, our nation's bureaucrats spent days after last week's hurricane wringing their hands, lamenting the fact that they could neither rescue the city's stranded victims nor bring them food, water and medical supplies.
Meanwhile there were journalists, including some who work for The Times-Picayune, going in and out of the city via the Crescent City Connection. On Thursday morning, that crew saw a caravan of 13 Wal-Mart tractor trailers headed into town to bring food, water and supplies to a dying city.
Television reporters were doing live reports from downtown New Orleans streets. Harry Connick Jr. brought in some aid Thursday, and his efforts were the focus of a "Today" show story Friday morning.
Yet, the people trained to protect our nation, the people whose job it is to quickly bring in aid were absent. Those who should have been deploying troops were singing a sad song about how our city was impossible to reach.
We're angry, Mr. President, and we'll be angry long after our beloved city and surrounding parishes have been pumped dry. Our people deserved rescuing. Many who could have been were not. That's to the government's shame.
Mayor Ray Nagin did the right thing Sunday when he allowed those with no other alternative to seek shelter from the storm inside the Louisiana Superdome. We still don't know what the death toll is, but one thing is certain: Had the Superdome not been opened, the city's death toll would have been higher. The toll may even have been exponentially higher."
-I'll log off now, and listen to your
response.-

<p>Yah great article Drudge. Next time perhaps they can just cut and paste one sentence on his site. His credibility is gone, just like biased cakes (BC). I love when you put down the local side and then say the national side takes some blame too while you move on to make excuses for them in the same sentence. The city isn't much drier then it was on Tuesday, but it's amazing the Feds found a way this weekend. Bottom line is that all heads should roll here. However, at least the local authorities didn't stay on vacation. Limit this as much as you want, but even on a symbolic level it was plain stupid on GWB's part, Dick's (still home shopping with Iraqi blood money, perhaps some of that missing 8 billion), and Condi's in NYC. The FEMA head is a fucking joke, while Chertoff is useless. Make fun of Penn all you want, but it seems even he responded quicker.</p>

None of the bridges were affected, most of the subways still worked, electricity and sewage was relatively undamaged and middle and upper Manhattan was completely unscathed.</p><p>We're looking at <strong>two states</strong> with major damage....important bridges wiped out, most of an entire city under water...thousands of displaced people, looting, rapes, murders...I mean, I'm not happy with the federal response here, but let's keep things into perspective. 9/11 is a pimple on the ass of the damage caused by this hurricane. Let's face it, the federal govt was unprepared for a disaster like this...I imagine when all is said and done enough people will cry out to force change as is always the case...you learn from your horrible mistakes and correct them to make sure they don't happen again. </p><p>I'm sure they'll build a category 5 resistant levee sytem, add more pumping stations and develop a more immediate response plan should this ever happen again. The government really only works if enough people are pissed off to affect votes...<br /></p>

agree with every word. The Feds have been saying they were late because
they're not allowed to deploy troops domestically (Which is true, Only

the Gov to give them the OK. They also say it takes them 72 hours to
deploy, once asked to. The Governor and Mayor said all communications
were down, so for the 1st few days it was chaotic trying to get all of
their pieces together. So there's plenty of blame to go around. I think
FEMA should be able to deploy faster than that, And somebody please get

point all along has been this was an unprecedented disaster, and I
think some people had unrealistic expectations given the realities on

were turned away by Police. Now think about that for a second. You want
the ONLY ROAD into the city to be BLOCKED by thousands of people
walking? Then how does the food and medicine get into town, stunad? </font></p><p> They'll be hearings, they'll be lots of blame to go around and lots of reforms I'm sure. </p><p>And I'd be amazed if Blanco gets elected dog catcher ever again. </p><font size="0" face="verdana" color="black" />

<p>And Spoon, I didn't even VOTE last November. I live in NYC and its
pointless. Bush doesn't even bother to run an ad in the city, and
nobody
seems to have ever even HEARD his side of any story. So I'm just trying
to add some balance where I think I see bias. I probably agree w/Bush
on 5 out of every 10 issues. He's a Social Conservative/Fiscal Liberal.
I'm more of a Fiscal conservative/social Liberal type, which I guess
makes me a moderate Libertarian, if there is such a thing. </p><p>And

And the thing about "If we wern't in Iraq, we'd have more troops
available" turns out to not be true at all. We have 600,000 reserves in
this country and the troops serving in Iraq wouldn't be here, they'd be
stationed elsewhere overseas. Iraq has the Army, Navy, Marines. The
people being called to Louisiana are local National Guard and Army

BC, if you don't see the fault in the federal's side of this I don't have a clue what you've been witnessing? The evacuation was a failure, the rescue was a failure and FEMA is a fucking joke. We live in a country when fucking Walmart responds better than local, regional and federal government. And I'm no fan of Walmart. Oh don't worry though, the Bush admin is going to investigate itself. So next time why don't we just let Scott Peterson take himself to trial. What a fucking joke!

<p>I'm not sure anyone would anyway, but from now
on no one on this board is allowed to use William Kristol as a credible
source. Why?</p><p><a href="http://www.nytimes.com/2005/09/06/politics/politicsspecial1/06assess.html" target="_blank">This is why.</a></p>
<p>William Kristol, the conservative publisher of The Weekly Standard,
said of Mr. Bush: "I do think people think he could have showed
stronger leadership." But Mr. Kristol expressed doubt that the
hurricane would have much lasting effect on the president's personal
and political fortunes, because "people are capable of saying, 'The
president kind of screwed this one up, but I still basically agree with
him.'"</p>
<p>Mr. Kristol added, "I think the Clinton administration
would have done a better job in handling Hurricane Katrina, but I'm
also glad Bush is president and not a Democrat."</p>

<p>I'm in a bit of an email argument with a hardline conservative friend of mine about the hurricane response. Since I'm in no position of power and feel I can assign blame wherever the hell I damn well please, this was my final take on the situation. From reading this thread, most of you will agree with most of this.</p><p> </p><p>I completely disagree with 'no one could have foreseen the levees breaking' Hell I could have told you that: You don't need to be Al Roker to realize that a Cat5 hurricane heading directly for a city below sea level spells trouble. 25 foot storm surges tend to break levees. But even giving the feds the benefit of the doubt, and assuming a monster hurricane is no match for earthen levees, once they were broken, they should have acted IMMEDIATELY and arrived in force. NOTHING was done for 24 HOURS. And where was the VP during all of this? Right- on vacay. NOT cut short. Where was Ms. Rice? Shoe shopping in NYC I believe.</p><div />As for Gov. Blanco, she'll be very quick to tell you how the city could not be secured because the National Guard could not enter the city because of the flooding. Really? Then why weren't they in place BEFORE the storm hit? Or was it truly believed that the NOPD (which is a corrupt sham to begin with) would provide enough security? That makes her either inept or just dumb- either of which is unacceptable. And between her and that clown mayor who blames everyone but himself, which one thought it would be a bright idea to cram 25,000 into the superdome with as little security as they had? <div /><p>And speaking of Mayor Nagin, why did he not follow his own city's HURRICANE EVACUATION PLAN which calls for city and school buses to get people to the SuperDome? Those buses sat in place and flooded. I understand how some people may not have the means to evacuate, but the city had a goddamn plan in place to account for that and it was NEVER FOLLOWED.</p><p>I agree, this is a natural disaster which could not have been prevented. However this doomsday scenario has been predicted for YEARS, and it WAS FORESEEN. What transpired after Katrina is a national shame.</p><div /><img src="http://img.photobucket.com/albums/v72/bcqueens/pj2.jpg" border="0" />

My co-worker who also is also a fireman got his papers today from FEMA
to go to the Big Easy. He has to supply his own stuff (sleeping bag and
things), work basically 7 days a week and kinda live off the land. I
wish him luck. He told me one of his other friends who went there last
week got bite by a snake and had to come back. That's just crazy.<br />

to the government's <a href="http://www.tpmcafe.com/story/2005/9/4/171811/1974">own National Response Plan</a>, the Federal government can supercede the state in times of emergency, defined as:<br /><em><br />"any

Perry's not getting ripped off. From what I understand, the FEMA openings in Winchester, are for phone work. $17.50+ overtime to work on the phone is pretty damn good! These jobs (again, from what I understand) involve helping people with aid claims over the phone. They still get to help people, and don't need to wade in feces. I should have mentioned in the first post, that FEMA has a major headquarters located here (as does the Army Corps of Engineers).

<p><strong>On the flooded streets of New Orleans you
can hear the dogs barking for miles. They are trapped -- in houses, on
roofs, tied to porches. They are frightened and hungry.</strong> (http://cnn.worldnews.printthis.clickability.com/pt/cpt?action=cpt&title=CNN.com+-+Pet+rescuers+race+against+time+-+Sep+9%2C+2005&expire=-1&urlID=15471071&fb=Y&url=http%3A%2F%2Fwww.cnn.com %2F2005%2FUS%2F09%2F08%2Fpet.rescue%2Findex.html&p artnerID=2006)</p><p>At the Lamar Dixon Center in Gonzalez, Louisiana, 50 miles north of New
Orleans, hundreds of people come every day looking for their pets. </p><p> </p><p>Just

have lost Mothers, Fathers, brothers and sisters, and now add to the

<p>I forget what exactly I was looking for, but I stumbed upon a couple of items after Hurricane Ivan down here that people in this area were trying to sell.</p><p>One guy had an empty jar... err, excuse me, as he described it, "ACTUAL WIND FROM THE EYE OF HURRICANE IVAN"</p><p>Someone was selling shingles that were blown off of his roof during the storm, someone else had boxes of "Actual leaves and Debris", and another had ziplock bags of "Actual Gulf of Mexico Sand found in my backyard!", and pictures to show how far he lived from the beach. I think he had 500 available, and you could "Buy it Now!".</p><p>I think I was on there looking for "Pre-Storm" items from the old Flora-Bama lounge that was leveled when I realized how many "Post-Storm" items were already listed. They were digging out liquor bottles and t-shirts from that place hundreds of yards away.</p>

<h1>Louisiana Officials Indicted Before Katrina Hit</h1>
<span class="storybyline"><br /></span>
WASHINGTON — Senior officials in Louisiana's emergency planning agency
already were awaiting trial over allegations stemming from a federal
investigation into waste, mismanagement and missing funds when
Hurricane Katrina struck.<br />
<br />
And federal auditors are still trying to track as much as $60
million in unaccounted for funds that were funneled to the state from
the Federal Emergency Management Agency dating back to 1998.

<p> </p>
<p>Bush should be REAL careful about spending 200 billion down there. </p>

SEPTEMBER 20--With dead bodies still floating in the streets of New
Orleans, a pair of Louisiana lawyers are seeking to cash in on the
killer hurricane by slapping the name Katrina on alcoholic beverages.
In a new filing with the U.S. Patent and Trademark Office, Andrew
Vicknair and Harold Ehrenberg provided federal officials with a
logo--reproduced above--bearing the word Katrina, the phrase "Get Blown
Away," and a small satellite image of the deadly storm. The trademark
application was filed on September 4, just six days after the hurricane
slammed into the Gulf Coast, killing more than 1000 residents and
leaving thousands homeless. The filing by Vicknair, 31, and the

<p>Utah is so scared... of black people.</p><p>From Page Six NY Post today:</p><p><font size="1">RABBI <strong>Shmuley Boteach</strong> claims a Utah radio station canned him because he urged black Katrina evacuees to relocate permanently in lily-white Utah. </font></p><p><font size="1">The rabbi's popular talk show was pulled by KUTR 820 brass just hours after he urged his listeners to embrace the hundreds of Katrina refugees staying at Camp Williams, a National Guard base near Salt Lake City. </font></p><p><font size="1">"This is bigotry pure and simple. The station simply didn't want me telling black people to move to Utah. To give you an idea, this was the most popular show on the entire station by an order of magnitude, and because I called on people in Utah to welcome black people into their communities, it was immediately canceled," Boteach tells PAGE SIX's <strong>Fernando Gil</strong>. </font></p><p><font size="1">During his Sept. 9 broadcast, the politically conservative Boteach announced an upcoming event in Salt Lake City at which listeners could welcome displaced refugees in person and help them settle down in Utah, the state with the smallest percentage of blacks. </font></p><p><font size="1">"The response was great. We had people offering to take evacuees to Brigham Young University football games, Realtors offering to show them homes. I was shocked when [station programming director] <strong>Rod Ar</strong><strong>quette</strong> called me after the show and told me that the station was canceling my plane ticket and hotel room, and that I was permanently off the air." </font></p><p><font size="1">Boteach had been at KUTR-AM, which is run by Mormon Church-owned Bonneville International, since the station went on the air five months ago. He conducted his weekday show from his New Jersey home, and was planning to fly to Utah for the Katrina event. </font></p><p><font size="1">Boteach says Arquette initially told him he'd been fired for announcing the benefit without approval from the station. <!--OAS Middle--></font></p><p><font size="1">"That's even more ridiculous," Boteach said. "When they realized how bad it made them look, they changed their story and said I'd been fired for programming concerns." </font></p><p><font size="1">The rabbi produced an Aug. 30 e-mail from Arquette offering to renew Boteach's contract and calling him an "important talent." </font></p><p><font size="1">Arquette tells PAGE SIX: "Schmuley is bright and compelling, but he didn't fit with what we were trying to do on the station. It was a programming decision." </font></p><p><font size="1">Former Ku Klux Klan member <strong>David Duke</strong> blasted Boteach on his Web site: "As for you, Rabbi Shmuley, you should get the hell out of Utah. Go preach your destructive policies to the only nation to which you are loyal: Israel." </font></p><p><font size="1">Boteach replied: "I will debate him whenever he wants. David Duke is an American abomination."</font></p>

AP FRIDAY NIGHT CLARIFICATION ON BUSH/KATRINA VIDEO<br />
Fri Mar 03 2006 19:48:29 ET
<br /><br />
Clarification: Katrina-Video story<br />
ASSOCIATED PRESS<br /><br />
WASHINGTON (AP) _ In a March 1 story, The Associated Press reported
that federal disaster officials warned President Bush and his homeland
security chief before Hurricane Katrina struck that the storm could
breach levees in New Orleans, citing confidential video footage of an
Aug. 28 briefing among U.S. officials.
<br /><br />The Army Corps of Engineers considers a breach a hole
developing in a levee rather than an overrun. <u>The story should have
made clear that Bush was warned about floodwaters overrunning the
levees, rather than the levees breaking.</u><br /><br />
The day before the storm hit, Bush was told there were grave concerns
that the levees could be overrun. It wasn't until the next morning, as
the storm was hitting, that Michael Brown, then head of the Federal
Emergency Management Agency, said Bush had inquired about reports of
breaches. Bush did not participate in that briefing.</strong></strong></strong></p><p> </p><p>"Well, we all <em>KNOW</em> he lied, we just dont have any proof!" </p><p> </p><p>I cant wait till this incompetant is out of office so I can stop having to defend him. Which in all honesty, I'd rather not do. </p>
