I think a denial is improbable, considering most of the hurdles have been cleared.

The most plausible explanation I've heard for why this is taking so long is that the FCC and Justice Department knows that it's going to be attacked fiercely, so they want the case for the merger to be strong.

They just approved the clear channel buyout/merger which NAB obviously had no problem with so I think it would be seen as hypocritical not to approve the sat merger, NAB is the only opposition.
