However, I would add the addendum that any person/family under the poverty line is exempt from the income tax.

I have also thought about a student exemption, but that is a seriously sticky wicket to work through. But having been a student who had to work his way through school, it would have been very helpful not to have had to pay taxes on the meager earnings I was able to pull down.
