The majority of people use "te quiero" to mean "I love you," but it is not as strong as "te amo." Then again, it is also perfectly suited to describe a physical desire. Usually though, it is to say you love a friend or family member, or new person you're dating. Once it is serious, you switch to "te amo."

Then again, in some regions you flip-flop the whole deal. It is the same for many different topics.
