Dear Dr Steve,
A friend of mine wants to know if increased jacking will cause his body to produce more sperm, akin to a breastfeeding woman and her body's production of breastmilk.
Let me know so i can pass this info along to him. Thanks !

It seems like it'd make sense...but it doesn't work that way, unfortunately.
When women engage in breast feeding, the nipple stimulation results in the release of Oxytocin which causes milk to flow. The more they stimulate this system, the more ducts are recruited to make milk and more milk is produced. There is a finite limit to this amount, though (no matter how much you stimulate a nipple, the breast behind it will never produce infinite amounts of milk).
Semen is produced at a pretty constant rate...there's a negative feedback system if the seminal vesicles and the prostate get congested slowing down production if there's no ejaculation for awhile (and even this isn't perfect, which is why "wet dreams" occur when men don't ejaculate for long periods of time). If you jack more often, production will in fact speed up, but the maximum volume the system can handle doesn't change.
If you DON'T jack for a long time, you'll reach maximum ejaculate volume. If you jack all the time, it'll be less. Jacking even more won't increase the volume of the ejaculate.
Now, it seems to make sense to me that if you jack like a 15 year old (i.e., two, ten times a day) for awhile until you're spewing dust and THEN give it a rest for a couple of weeks, you MIGHT have one sploogage that is of monumental proportions. But thinking on it as I write this, I think the only thing that will happen is that you'd get to maximum ejaculate volume faster, but the total volume would still be the same as it always was.
There was a study once that showed that chronic use of viagra will increase ejaculate volume by up to 40%. I'm not recommending that treatment, mind you, simply reporting on what's in the literature.
Your "friend" could try an experiment, measuring the volume of ejaculation (VE) after each jack session, correlating it with frequency of jackage (FJ) and delay between splooging (DBS). It would be a fun experiment to do. Or he could just quit worrying about stuff and enjoy life. :-)

EDIT: crap! I just realized that your friend may be trying to increase his SPERM COUNT rather than the VE by jacking. Does he indeed have a low sperm count? And is he doing this to increase fertility?
If he has a low sperm count and he is trying to increase the odds of knocking someone up, his best bet is to STOP jacking and sploopge only during the three to four days that his wife is ovulating. Since sperm are produced at a constant rate, withholding ejaculation will increase his chances of fertilizing that damn egg.
