In Japan it has been found to reduce suicide levels in the population:

The suicide rate was significantly lower in those areas with the highest levels of the element, they wrote in the British Journal of Psychiatry.

It is now being suggested that this should be a new additive to the US drinking supply:

I never drink water from the tap. I went from having my own 850ft well to city water that's always cloudy and wreaks of Chlorine.

especially when the reality of HAARP is that the station is used for something relating to ULF or VLF communications to submarines

I have to agree that it is an odd choice of music. They could have at least done with some kind of gothic chanting or some kind of doom filled classical piece.
