I think that Fez does feel guilt, or some other agglomeration of paralyzing dysfunctions, but not for the stuff that he is responsible for and should feel a few twinges about, just for whatever tragedies, real or imagined, he had as a kid in Pinellas Park, FL.

& Rhah, I have to disagree about the ESD situation being the cause of Fez's long & sad slide. He was already heading south during the WJFK years, when, as we're pieceing this together from the years of clues, he was emotionally crushed by an unrequited puppy love for one of the WNEW producers. Fez's decline has really accelerated during the XM/Sirius years and Dave's issues were only a part of that process. Dave, as crazy and entertaining as he was and is, was in the producers seat, which by the nature of the business seems to be designed to be a limited time gig anyhow. If Dave was indespensible, in Ron's estimation, he would still be on the show because Ron has it in his power to come up with the marginal cash it would have taken to keep Dave. The show's problems stem from Fez's inability or unwillingness to beat his demons and Ron's inability or unwillingness to force him to get better or get out.
