It's just Fez. He's gone from weak link to cipher to speed bump to albatross to black hole to malignant cancer on the show.

Back in the WNEW days it used to be great fun to hate on Al Dukes as the bad guy. It is negative fun to even listen to Fez open his pie hole anymore, even if they are just trying to turn him into the heel.

I suspect Ron is just doing his best to get Fez to so completely fly off the handle that management can't ignore the problem anymore but, like a clever virus, Fez is hiding just deeply enough not to get rousted.
