The 7 million is generally attributed to smaller employers who are likely to opt for an exchange. The interesting thing will be whether the exchange is actually better than a plan that a smaller employer could afford on their own.

The biggest problem I see right now is these tea party governors turning down the expansion of Medicaid dollars available to them. That's got ripple effects including: less coverage for the working poor, less dollars for health care providers resulting in less jobs & driving up private premiums for private insurance.
